China's Smart Diaspora Governance: Extraterritorial Social Control Through Digital Platforms

This article investigates the transformative impact of information communication technology on China's extraterritorial governance practices directed at Chinese populations residing overseas. Employing textual analysis on official documents, media reports, and data from qualitative interviews with ethnic Chinese association leaders in Europe, we contend that e-governance and social media platforms, notably Weixin, are instrumental in reshaping transnational space by facilitating enhanced overseas social control. Digital technology enables local Chinese officials to extend domestic security and judicial practices by empowering overseas Chinese association leaders as on-the-ground liaison and information conduits. The implementation of e-government services further amplifies the local party-state's access to, and the collection of data pertaining to Chinese emigrants. Drawing on a case study of Qingtian County in Zhejiang province, we posit that China's diaspora governance needs to be understood in the broader context of China's swiftly evolving digital landscape, where Weixin assumes a pivotal role as a digital infrastructure.

The impact of ICT for storing and processing has become per¬tinent as it facilitates smooth processing, create a conducive working environment and help beneficiaries develop self-confidence. ICT has created new challenges for quality of deceased estate benefits disbursement. It has changed many aspects of the lives. The purpose of this paper is to discuss the benefits of Information Communication Technology (ICT) use in Deceased Estate benefits management, in the enhancement of deceased estate and disbursement and effective introduction of ICT in the disbursement and management of deceased estate process is an indispensable of improving it. It highlights the impacts and benefits of ICT in deceased estate.

Harnessing Information Communication Technology in the Development of Oil and Gas Business in Nigeria

The purpose of this study is to investigate the impact of Information Communication Technology in effectively managing the logistics and supply chain business of a 4th party logistics oil and gas service firm with a focus on TECON Oil Services Limited. This is predicated on the fact that Logistics is the process of ‘strategically managing the acquisition, movement and storage of materials, parts and unfinished inventory (and the related information flows) through the organization and its marketing channels in such a way that current and future profitability is maximised through the cost effect fulfilment of orders’. A structured questionnaire was duly administered to selected management staff of the company with 60.7% retrieval rate. The collated responses were analysed and the hypotheses were tested using the Eview software. At 5% level of significance, test of all five hypotheses showed p-values less than 0.005 (P < 0.05), indicating positive relationship between the tested ICT parameters and effective business performance. With overall significant regression, the coefficient of determination ranged between 87.9% and 99.7% of variation in the model. In conclusion therefore, the study ascertains a positive relationship between effective ICT and the Logistics and Supply Chain management of the firm’s business operations. It further recommended, among others, the need for the development of policies in the area of ICT to support the performance of various logistics networks for effective overall performance of the sector. Additional or further studies are required on the impact of effective supply chain management in the Oil and Gas Sector of the Nigeria Economy.

Impact of ICT Infrastructure, Financial Development, and Trade Openness on Economic Growth: New Evidence from Low- and High-Income Countries

This study investigates the joint impact of information communications technology (ICT) infrastructure, financial development (FD), and trade openness (TO) on economic growth (EG). This study includes two contrasting countries that differ from each other based on income level and consider the total sample size of 85 countries (including 27 low- and 58 high-income countries) for the period 2000–2019. We framed various hypotheses and then applied the ordinary least square (OLS) regression, fixed effect regression (FER), and generalized method of moments (GMM) method. Our findings are fourfold: (a) the individual effects of ICT (Internet, secure Internet, broadband, and telephone) on EG are positive, excluding only telephone in LIC and excluding broadband in the HICs context; (b) in case of individual effects, the majority of ICT proxies have a positive and significant relationship with EG in LICs and HICs; (c) the joint effect of ICT infrastructure and FD in both samples indicates that FD complements the positive impact of EG; (d) the result of the joint impact of ICT infrastructure, FD, and TO on EG in both countries is contradictory to each other. Thus, the results of joint effect conclude that in the LICs context, the joint effect of ICT infrastructure, FD, and TO positively affects EG, but the results are reversed in the HICs context. Our findings are important for the policy implications, especially in countries with highly required ICT infrastructure.

Is achieving environmental sustainability dependent on information communication technology and globalization? Evidence from selected OECD countries

Environmental degradation is one of the major global problems. This is because, like many other regions in the world, OECD countries also contribute to global warming by using non-renewable energy sources to speed up economic growth. Although ICT promotes globalization, no prior research has examined how this trend may affect CO2 emissions in OECD countries. Given this scenario, the current study aims to examine the impact of Information communication technology, human capital, and globalization on environmental degradation in OECD economies from 1990 to 2018. The present study employs second-generation panel econometric techniques, i.e., panel unit root tests (CADF and CIPS), Westerlund co-integration technique, cross-sectional ARDL, and AMG. The results confirm that ICT, renewable energy consumption, and human capital help to bring environmental sustainability in OECD countries. However, the variables globalization, economic growth, and non-renewable energy consumption lead to increase environmental degradation. Finally, it is suggested that investments in the ICT sector must be subsidized to promote online businesses and incentivized through heavy tax relief.

Information Communication Technology and the Social Worker-Client Relationship

A core value in social work is the importance of the worker-client relationship. Communication is a key factor in this relationship. The pandemic, marked by a dramatic, rapid increase in communication through information communication technology (ICT), has underscored both challenges and benefits for the worker-client relationship. Informed by communication theories, this paper provides a conceptual framework for examining ICT interactions between workers and clients at the generalist practice level. The review revealed four challenges (e.g., more permeable worker-client boundaries) and five benefits (e.g., increased opportunities for social presence). Factors to be considered in guiding tool selection are: (1) communication medium “bandwidth”, (2) mutual directionality, (3) privacy and confidentiality, (4) message formality, and (5) complexity of message content. Implications for practice, education, and research emerged from this framework. For instance, increased methods of communication via technology can enhance social workers’ social presence in relating to clients. However, social workers must know how and when to use which tools. Finally, evidence is needed regarding how ICT use affects the worker-client relationship. Moving forward, we recommend applying communication theories to guide research on the impact of ICT on the worker-client relationship with the goal of establishing best practices for ICT use.

Information Communication Technology and Its Impact on the Economic Growth of Nigeria

The study examined the impact of information communication technology, using the internet usage and telephone subscription as a proxy on economic growth in Nigeria between 1996 and 2020. Auto Regressive Distribution lag (ARDL) method of estimation was used to achieve the objective of the study. Empirical findings established that, there exists a relationship between internet usage and telephone subscription on economic growth in Nigeria. Hence, the result shows that mobile telephone subscription has a positive and significant effect on economic growth both in short run and long run, while Internet Usage revealed a negative and insignificant relationship with the economic growth in Nigeria. Though it was expected that the result for Internet Usage should be positive and significant but it was otherwise; this could be as a result of numerous problems facing the Nigerian economy such as lack of power supply, high poverty lever and high ICT illiteracy rate. The key policy implication drawn from the result is that the underlined problems facing the economy need immediate and accurate intervention to experience the true dividend of internet access and its usage.

Demystifying The Use of Information Communication Technology in Teaching and Learning in Day Secondary Schools

In recent years, the impact of information communication technology (ICT) on education and society in general has grown substantially and therefore it’s considered main enabler of achieving vision 2030 and sustainable development goals (SDGs). This study sought to demystify the use of ICT in teaching and learning in day secondary schools. The specific objectives were to: find out the resources mobilized by boards of management; determine the status of ICT usage and establish the merits of ICT in the teaching/learning and running of day secondary school activities. The study employed cross-sectional survey design to randomly sample 22 principals of secondary schools and teachers. The study established that majority of the teachers had a smart phone that was compatible with ICT and internet facilities and; that the wi-fi internet connectivity in schools was limited to principal’s office only and linked with closed circuit television (CCTV) cameras to secure the school against intruders. It concluded that ICT promotes student-centered learning, helps in cooperative learning, promotes higher order thinking and problem-solving, and improves the effectiveness and efficiency of school management. The study recommends that schools board of management and parents association work together to consolidate resources to equip their schools with ICT facilities.

Exploring the optical impact of information communication technology and economic growth on CO2 emission in BRICS countries

The growing trend of modernism, Internet surveillance (IS), determinants of environmental deteriorated Information communication technology (ICT) functions, inefficient resources of agrarian production, quantum circular economy growth ignorance, and their impact on environmental sustainability are all calling for transitions toward sustainable practices. This research aims to explore the implications of internet surveillance (IS), information communication technology (ICT), and agricultural production (AG) on CO2 emission and economic growth for the BRICS group of countries. Dynamic optics in econometric methods, i.e., Pedroni Panel Cointegration, Dynamic Ordinary Least Square, and Quantile Regression Analysis, are approached to check the long and short-run relationship among variables. The results of applying analytical approaches confirmed a long-run relationship between CO2 emissions, IS, ICT, EG, and AP. IS, EG and AP are the enhancers of CO2 emission, while ICT behaves oppositely. A bidirectional significant positive relationship between CO2 emission and EG indicated that BRICS countries should transit their economies into the circular economy, which is parallel performed for a better environment and rapid growth of the economy but in struggling position yet. The ICT sector of BRICS countries should be re-structured by considering an efficient environmentally friendly setup with low cost, cyber & ICT green configuration systems and innovative business opportunities to decrease the burden of economy.

The impact of ICT, green finance, and CSR on sustainable financial performance: moderating role of perceived organizational support

Recently, the financial performance of the steel industry has faced several challenges due to a lack of focus on corporate social responsibilities (CSR), green finance, and information communication technology (ICT). Hence, this study investigates the impact of CSR, green finance, and ICT on the financial performance of the steel industry in China. The present research also investigates the moderating role of organizational support among CSR and firm performance and ICT and firm performance. We applied structural equation modeling to analyze the primary data of 290 employees collected from the employees of the steel industry in China. The findings indicated that CSR, green finance, and ICT have a positive and significant impact on the financial performance of this industry. The results also showed that organizational support significantly and positively moderates the interaction between CSR, ICT, and financial performance. These findings suggest that Chinese steel industries should adopt CSR practices and implement an ICT adoption strategy for better financial performance.

Information Communication Technology (ICT) facilities and information resource sharing activities in federal university libraries in North central, Nigeria

The research investigated the impact of Information Communication Technology (ICT) Facilities on Information Resource Sharing Activities in Federal University Libraries In North Central, Nigeria. The study was guided by four objectives and one null hypothesis. A descriptive survey was used with the target population of 121 librarians in the seven federal university libraries in North central, Nigeria. The questionnaire was used in data collection. 121 copies of the questionnaire were administered 102 were filled, returned and found usable representing an 87.2% response rate. Percentage, Means and standard deviation were used in data analysis and Pearson Product moment correlation was used to test the null hypotheses. The study found that the factors restricting the usage of ICT for information resource sharing in federal university libraries in North central, Nigeria, were inadequate funding and lack of ICT infrastructure and connectivity. H01 showed that there was a relationship between ICT and information resource sharing in federal university libraries in North central, Nigeria. The study found that the factors restricting the usage of ICT for information resource sharing in federal university libraries in North central, Nigeria, were inadequate funding and ICT infrastructure and connectivity. The paper recommended amongst others that federal universities in North Central Nigeria should ensure that the funds allocated to the university library should be increased and also should endeavour to provide adequate ICT facilities that are lacking such as video conferencing and intranet to enhance information resource sharing activities.

Synergy effects of ICT diffusion and foreign direct investment on inclusive growth in Sub-Saharan Africa.

The present study critically examines the synergy effect of information communication technology (ICT) diffusion and foreign direct investment (FDI) on inclusive growth in Sub-Saharan African (SSA) countries using a modified system-generalized method of moments (GMM) model based on panel data covering the period 2005–2020. This study differs significantly from the previous studies in four ways: (i) this study uses a more comprehensive measure of ICT by computing a composite ICT index, which takes into account several ICT indicators; (ii) some existing study uses a narrow proxy of inclusive growth using the Gini index as a proxy, while others consider three patterns of economic growth dynamics (GDP growth, real, and per capita GDP). For robust analysis, we computed a composite inclusive growth index that takes into account several shared growth indicators; (iii) our model captures the heterogeneity effect of the interaction term of FDI and ICT diffusions on two groups of SSA countries, unlike the previous studies that estimated the joint impact of FDI and ICT on the whole group of countries; (iv) we contribute to the extant studies by determining the threshold level at which ICT diffusion may determine the effect of FDI on inclusive growth. Overall, empirical results show that the positive effect of FDI on inclusive growth could intensify when ICT diffusion is beyond a given threshold level, while inflation and vulnerable unemployment deteriorate inclusive growth, among others. We are of the opinion that ICTs should engage to cushion present and future environmental threats/natural catastrophes through improving geographical monitoring and concerted reaction coupled with other policy recommendations paying special attention to Sustainable Development Goals (SDGs) fifteen (15)—inclusive growth.Supplementary InformationThe online version contains supplementary material available at 10.1007/s11356-022-22689-3.

Can digital economy alleviate CO2 emissions in the transport sector? Evidence from provincial panel data in China

AbstractThe existing literature mainly focuses on the impact of information communication technologies on carbon emissions, but little attention has been paid to the role of the digital economy in transporting carbon emissions. This paper calculates the index of the digital economy through the entropy weight Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) method and constructs the panel data of 30 provinces in China from 2008 to 2017. By extending the Stochastic Impacts by Regression on Population, Affluence and Technology model, this study explores the potential linear and non‐linear relationship between digital economy and carbon emissions in the transport sector. Empirical results show that the digital economy has the alleviating effect on carbon emissions in the transportation sector, and a change in the digital economy of one unit standard deviation resulted in a 6.14% reduction in carbon emissions. In terms of sub‐regions, the digital economy has a significant negative impact on transport carbon emissions in the eastern and central regions, while it is insignificant in the western regions. This paper further investigates the threshold effect of urbanization on the relationship between the digital economy and transportation‐related carbon emissions. The digital economy accelerates the transport sector's carbon emissions in the low urbanization stage, while it reduces the carbon emissions in the high urbanization stage.

ICT Infrastructure and Trade in Services: A Cross-country Analysis

Share of services in the economy increased drastically in developed as well as developing countries in last couple of decades. However, the share of services was very less in the export basket of these countries due to the mobility constrains associated with services delivery, until 21st century. The drastic development in Information Communication Technology (ICT) in the form of mobile phone and internet played a vital role in removing this constraint in recent years. So the share of services in the total export almost doubled in many countries. Moreover, foreign exchange earnings through services export is the main source to finance technology embodied manufacturing goods import in many developing countries. Services export also had impact on long term economic growth via Total Factor Productivity (TFP). So, ICT induced services export has a prominent role to play in modern liberalised economies. The present study examines the impact of ICT on trade in services with Least SquareDummy Variable (LSDV) panel data estimation by controlling human capital, socio political conditions and other omitted country specific factors. The study period span from 2002 to 2016, for 34 services exporting countries, which is covering more than 85 percent of total world services export. The present study has two improvement over existing services trade and ICT literature. First, our ICT variable was constructed by a Principle Component Analysis (PCA) on the internet spread, and telephone and mobile phone connectivity, instead of using either internet spread or a compound index provided by ITU (International Telecommunication Union) as in the literature. Second, this study corrects omitted variable bias which is observed as a major problem in the literature, by employing LSDV estimation. We found that better ICT infrastructure increases share of services in total export. Moreover, ICT has contributed for the services export of developing countries than for developed countries in recent years. So, the policies to increase mobile phone connectivity and internet can restructure the trade pattern of a country. Countries with better human capital and healthy socio political conditions  .

The Impact of ICT on the GDP Growth of Western Balkan Countries

Abstract The aim is to investigate the Information Communication Technology (ICT) on GDP growth in Western Balkan countries from 2000 - 2019. Different econometric techniques were used such as pooled OLS, fixed effects, random effects, and the Hausman Taylor model with instrumental variables (IV). The findings indicate that fixed telephone subscriptions and individuals using the internet have a positive effect on GDP growth, while the fixed broadband subscriptions and mobile cellular subscriptions have a negative effect on GDP growth. The results also show general government final consumption has a negative effect on GDP growth, whereas foreign direct investment has a positive effect on GDP growth, but the coefficient is statistically insignificant. The study will serve for policy makers to invest more in ICT since this will contribute to the economic growth and welfare benefits. There is no study that has been analyzed about ICT in Western Balkan countries, thus findings will be valuable to the government.

The impact of information communication technology on energy demand: Some international evidence

This research considers an extended energy demand model with a finite mixture model that is incorporated to account for the heterogeneous nexus between information communication technology (ICT) and energy demand. We estimate this model by employing panel data for 34 OECD and 39 non-OECD countries covering the period from 2007 to 2017. The estimated results denote that a heterogeneous nexus exists between ICT and energy demand. Specifically speaking, ICT can not only exert a positive effect on energy demand, but also a negative impact on energy demand. Furthermore, financial development, government expenditure, and human capital can help ICT reduce energy demand, while foreign direct investment has the opposite effect. Nearly 14% of our sample countries experience switching between groups, whereas the large majority preserve the same group. Finally, compared to the extended energy demand model, the traditional energy demand model that ignores group heterogeneity cannot accurately estimate the price and income elasticities of energy demand.

ICT and Women's Health: An Examination of the Impact of ICT on Maternal Health in SADC States.

Attainment of sexual and reproductive health is regarded as a human rights matter. Notwithstanding this, maternal mortality continues to be a major public health concern in low-income countries, especially those in sub-Saharan Africa. Maternal mortality remains high in Africa, yet there are information communication technologies (ICTs) (such as the internet, mobile communication, social media, and community radios) that have the potential to make a difference. Making effective use of all of these ICTs can considerably decrease preventable maternal deaths. ICTs, particularly mobile devices, offer a platform for access to health information and services that can bring change in areas where health infrastructure and resources are often limited. However, for Southern Africa, maternal mortality remains high despite the presence of ICT tools that have transformative potential to improve maternal health. In light of this, this study sought to examine the impact of ICT on maternal health. The study was quantitative in nature, and it used panel data that covered the period from 2000–2018. The Mean Group and Pooled Mean Group cointegration techniques and a generalised method of moments panel technique were used for estimation purposes. Results showed that ICT has a negative effect on maternal health. This shows that ICT tools contribute positively to maternal health. The study gave a number of recommendations. The mobile gender gap should be closed (digital inclusion), mobile network connectivity boosted, and digital platforms must be created in order to enhance the transformative potential of ICT in improving health outcomes.

Impact of Information Communication Technology on labor productivity: A panel and cross-sectional analysis

This article examines the contribution of information and communications technologies (ICT) to labor productivity using panel data approach. The study covers the period of 2000–2015 for a complete dataset of 98 countries as well for three selected groups: low-income, middle-income, and high-income countries. The findings imply that telephone subscription and broadband subscription have a significant impact on overall labor productivity as well as labor productivity of service sector. The ICT affects the labor productivity, so investing in Information Communication Technology is necessary to increase the labor productivity.

Impact analysis of information communication technology (ICT) and education on Vietnam's economic growth

This paper analyzes the impact of information communication technology (ICT) and education on economic growth at the provincial level in Vietnam. Based on data from 63 provinces/cities within the period 2010-2018, the authors apply the Panel Data Analysis approach, including Pooled OLS, FEM, and REM models, to examine the effects of ICT and education on economic growth in these provinces/cities. Its findings demonstrate that regarding the education effects, whereas the public expenditure on education and the primary school enrollment ratio have a positive influence on the economic growth, the rate of higher levels of enrollment shows no impact on the economic growth. On the other hand, in terms of the ICT effect, while increased mobile phone usage and broadband subscription rate has a positive impact on economic growth, there is an inverse relationship between landline telephone usage rate and economic growth. Moreover, the results also show that there is no relation between internet usage rate and economic growth. In addition, with the research level being provinces/cities, the analysis results clearly show the detail and specificity, creating conditions for making statistics and comparisons to differentiate between each province/citys. Based on data analysis results, this research promotes some interventions and macro policies in order to assist economic planners in providing solutions that are focused and suitable to each particular region, paving the way for synchronous and effective economic development across Vietnam's economic regions in years to come.
